Investigating the evaluation methods of irrigation and drainage networks and comparing them abstract

It is necessary to achieve the objectives of any irrigation and drainage project, accurate design, proper implementation, good maintenance and periodic and appropriate inspection. To keep the network in optimal operating conditions, it should be evaluated from time to time, deficiencies and deviations from the desired indicators and criteria should be identified and solutions should be provided to solve them. There are many evaluation methods. This study investigated the Diagnostic Analysis, Reference Methodology, Appraisal Framework, Rapid appraisal, Data Envelopment Analysis and Benchmarking methods. The diagnostic method is detailed and accurate. Despite collecting a large amount of data, expert judgment is ultimately the criterion. The reference methodology compares the project with the standard. The appraisal framework method specifies criteria according to the sides of the network, which includes the manager, supervisor, and farmer, and determines the distance between the existing conditions and what should be. The rapid appraisal method has been used more due to the need for a short evaluation period, fewer data and a more cohesive specialized team. In this method, the inputs and outputs are available for a period, and by using the algorithm used in this method, the efficient units are determined at the border, and then the distance of the rest of the units from the border is determined. In the benchmarking method, some networks in a relatively similar situation are compared according to the performance information, input data, and other technical, economic, and environmental information. In a comprehensive analysis, each of the methods can be used according to the evaluation period, cost, necessary data and level of accuracy. However, rapid appraisal and data envelopment analysis are more recommended for the assessment of irrigation and drainage networks.
