Social issues and solutions raised in UNESCO's MOST strategic plan and criticisms of it from Iran's point of view abstract

Social change management program (MOST) works with national authorities, scientific communities and civil society to help UNESCO Member States strengthen the links between research and policy and between knowledge and practice.Program Strategic Management changes social(MOST) is a strategic and mid-term program that proposed its first program to UNESCO member countries in 2016. These programs are proposed and implemented by UNESCO member countries in the five-year period until 2030 in line with sustainable development. The purpose of this article is to identify the social issues included in the program with the qualitative method of content analysis and to extract suggested solutions from the program to solve these problems and then criticize this program. In the presentation of proposed solutions for social issues in the MOST program, the policymaking cycle is included; Including: agenda, operational mechanisms, how to support the MOST policy and capacity-building for implementation and evaluation. On the other hand, the social issues of interest in the program include: Women and girls, children, poverty eradication, good governance and peace building, urbanization, issues related to Africa, environmental issues, citizenship rights, the future of the planet, migration and refugees, democracy, sports, gender equality, climate change Paying attention to ethnic and cultural demands, social transformation caused by digital technologies, increase of different levels of inequality in countries. According to the explanations in the text of the article, the approach of this program is positivist; That is, it considers the world as an object that tries to change it according to its predetermined goals by proposing strategic plans and generating problems for societies. The footprints of globalization, cultural hegemony and finally unifying the world through education and culture, for easier management, control and coordination of the world, are quite evident.
