Abstract:
This study presents a comprehensive technical and economic feasibility assessment for the development and modernization of the oil terminal docks at the Abadan Refinery. The objective is to evaluate the current operational capacity, identify infrastructure bottlenecks, and propose optimized solutions aligned with international standards for crude oil and petroleum product handling. From a technical perspective, the study examines structural integrity, loading and unloading systems, storage capacities, and the integration of advanced automation and safety technologies. Environmental and safety compliance with national and international maritime regulations is also assessed to ensure sustainable operation. Economically, the analysis focuses on capital investment requirements, operational costs, and projected returns based on different development scenarios. A cost-benefit analysis and sensitivity evaluation have been performed to estimate financial feasibility under varying market and export conditions. The results indicate that the modernization of the Abadan terminal can significantly increase loading efficiency, reduce operational risks, and enhance the refinery's export competitiveness. Overall, the findings demonstrate that with appropriate technical upgrades and financial structuring, the proposed project is both technically viable and economically profitable. The study provides strategic recommendations for phased implementation, emphasizing infrastructure resilience, energy efficiency, and long-term sustainability in line with Iran's strategic petroleum export goals.
