Abstract:
This paper investigates the university's pivotal role as a catalyst in local governance and the development of learning cities. Drawing on findings from a Leverhulme-funded project in four UK cities (Glasgow, Belfast, Swansea, and Derby), this research explores the opportunities and challenges of university-city cooperation. Through a mixed-methods approach involving interviews and focus groups with senior city officials, academics, and community stakeholders, the study identifies the university's multifaceted contributions to urban vitality. Findings reveal that universities are foundational pillars, driving knowledge creation, talent development, community engagement, and urban regeneration. However, despite these contributions, the study uncovers a significant implementation gap. A shared strategic vision for the learning city is often absent, with initiatives resembling a "wish list" rather than an actionable plan. This gap is attributed to systemic barriers, including misaligned institutional priorities, a persistent trust deficit, and the lack of empowered governance structures. The paper concludes that to move from aspiration to impact, a more structured and integrated approach is essential. It recommends establishing formal governance mechanisms and fostering a culture of co-creation to unlock the full potential of the university as a transformative partner in building sustainable and inclusive learning cities.
