Towards A Secure Remote Electronic Voting in TanzaniaOrganizational Challenges

This paper discusses organizational challenges that hinderthe implementation of secure remote electronic voting inTanzania and proposes workable solutions to address theidentified challenges. The work presented in this papercomplements a proposed secure model that would facilitatethe implementation of secure, trustworthy and sustainableelectronic voting via Internet and mobile phones inTanzania. The proposed model together with technicalrecommendations is presented in a separate research papertitled A Secure Model for Remote Electronic Voting: ACase of Tanzania . Data was collected using selfadministeredquestionnaires and interviews. The data wascollected from (1) experts in the area of informationsecurity and information technology, (2) lawyers, and (3)election officials. We also reviewed the election act andconstitution of the United Republic of Tanzania.We conclude that technical solutions alone can not providea level of assurance that is required for trustworthy, secureand sustainable remote electronic voting system. Nontechnicalsolutions should be consideredas well. Thus aholistic approach should be adopted to pave the road to asuccessful implementation of remote electronic voting inlegally binding political elections in the country
