Abstract:

When an incident happens, one of the most important factors which lead to a crisis is damage to the integrated structure of central management simultaneous with the disconnect between communityand the integrated central management. In this case, if the integrated central management fails to quickly reconstruct its structure andconnection to the society in propper fashion, it will enter to an irreversible phase leading to collapse of the whole system. Since it is often impossible that the integrated management reconstructs its central core simultaneous with its connection to the affected community, and if possible, demands considerable time and costsa lot, the theory of Floating Islands is the best way for the affected community to return from thecontinuation of irreversible phase of incoming crisis. The theory of Floating Islands in crisis management: Whenever the central integrated management in a society gets damaged due to an incident so that it can not manage the affected community directly, some managerial floating islands must be formedand should take charge of the management in affected community. These islands make it possible for senior crisis manegrs in order to be connected to each other, to form bigger islands in shortest time, to reconstruct the central mangement, and to enable the societyto overcome the crisis. To that end, the managerial Floating Islands must, at least, have these requirements: 1-Each managerial floating island completely and independently acts on its own according to its own predefined basics untill the direct connection to the centre is again established.2-Each managerial floating island, at least, has one trained manager whose existence is the base for a floating island to be created.3- All floating islands share some common predefined fixed basics aiming for an ultimate goal. 4-All floating islands are assigned to connect to each other in order to form bigger and moreeffective managerial islands. 5-The trained managers of the managerial floating islands are ranked and have predetermined duties and by the time two or more islands are connected, the management of the new island is determined based on the managers’ ranks.
