ADOPTION A PROPER MODEL FOR E-READINESS ASSESSMENT

Digital integration with its information technology (IT) infrastructure, and its applications of e-governmeent , e-commerce , and other e-applications, it become of increasing importance, as an essential tool for development, both nationally and internationally. E-readiness assessments are meant to guide development efforts by providing some suitable tools for comparison and gauging progress. Several e-readiness initiatives been launched to help countries in this area, and numerous e-readiness assessment tools have been created and by different groups. This paper is tried to find the weakness strength of some main e-readiness tools and make a new tool which could cover all the weakness of the tools and also be more completed than them. In the first section, the e-readiness definition, background and its importance will be reviewed. In the next section the foucs will be on some of the existing e-readiness tools such as MI, WIU, Orbicom , WITSA, GDI, NRI, KAM, CID, WTI and APEC . then in section 3, a comparison among the mentioned tools will be presented, and at the end of paper a new tool will be offered a assess the readiness of a society such as a city, a county and a national – wide sector or a firm.
