Abstract:

In some developing countries such as Iran, the water supply and irrigation projects is running with a lot of cost and unsuccessful implementation of some of them poses serious harms to the environment. This could be due to the instability of the political, economic, social conditions or due to heterogeneous soil and water and often because of the difficulty of factor analysis or prolonged studies, design and implementation it leads to waste of time for improvement and ultimately suffers losses. Since the value engineering is a systematic and participatory process for performance analysis to achieve optimum performance and project improvement with the least cost in the life cycle of a project, it could be at project’s managers and decision makers disposal from the start of studies to the end of design, construction, operation and maintenance process as an efficient tool through which and using the results of the processes, challenges and flaws in the project are overcome. In this writing, having knowledge about value engineering and its concepts, known and common methods of performance evaluation of water supply and irrigation networks and systems in terms of methodology are compared and value engineering role in plans improvement and such projects were reviewed. By using innovative solutions and innovations in the designing process and implementation of water supply and irrigation projects, we can ensure managers and decision-makers that value engineering, while leading to additional cost savings, results to increased efficiency and project improvement.
