Cell phone and Alternative for e-Learning Services Communication in e-City abstract

The Pishgaman Learning Technology Group (LTG) has developed a virtual web based environment SEAMORGH [1] to support staff and students. The Pishgaman consists of sites for many individual departments as well as a central module database called "SEAMORGH [1]". All of these sites are hosted on two main servers running a Domino database. The "SEAMORGH [1]" site currently contains information for 20 different course modules and is in active use by over 400 students at present. Nowadays M-learning stands in first place of learning techniques. M-learning is the exciting art of using mobile technologies to enhance the learning experience. Mobile phones, PDAs, Pocket pes and the Internet can be blended to engage and motivate learners, any time and anywhere [6]. The emergence of technology to locate mobile phones has prompted a veritable bonanza in mobile location service development since the late-1990s. Many different types of services have been proposed, from personal route guidance to dating services and mobile location-based games. The maturity levels of the mobile industry experienced since 2000 has prevented most of such wild ideas from being launched on any market, especially in Europe. The development of location-based services (LBSs) was piggy bagging on the back of the WAP boom. As the latter phenomenon flopped; the air ran out of all other types of novel mobile services, too. This has given the industry a breathing space to get back to basics and rethink its strategy [4].
