Abstract:

تغییر نظام جنسیت فرآیندی جهانی و اجتناب ناپذیر است. امروز بیش از هر زمان دیگر جایگاه زنان [1] به معیار و ملاک ترقی جوامع و تمدن ها بدل گشته است. نظام جنسیتی در جهان حاضر مبتنی بر الگویی از ارزش های مدرن است و طبق شواهد تاریخی موجود، ایالات متحده نقش موثری در تعریف جایگاه زنان از بعد هنجاری و مکانیزم ایفا نموده­است.مطالعه حاضر، دوره تصدی هیلاری کلینتون در وزارت خارجه را نماینده ای از تاریخ آمریکا می داند که در آن جایگاه زنان به یکی از اصلی ترین محورهای سیاست خارجی آمریکا بدل شده­است. در این مطالعه، مفهوم تاثیر هیلاری به عنوان عاملی تعیین کننده در سیاست مداخله جویی آمریکا در امور زنان مسلمان خاورمیانه و شمال آفریقا مورد بررسی و تدقیق قرار می گیرد. نکته مورد تاکید در این مقاله آن است که آمریکا از تبادلات آکادمیک و برنامه های دانشگاهی به منظور به تحرک درآوردن نسلی از زنان تحصیل کرده مسلمان به عنوان منبع تغییر و دموکراسی سازی در منطقه استفاده می کند.دو پروژه تک ویمن[2] و نکست اسکالرز[3] برای مطالعه موردی و جهت معرفی کلیتی از استراتژی های آموزشی عمده آمریکا در خاورمیانه و شمال آفریقا انتخاب شده اند. نتایج مطالعه موردی حاکی از به کارگیری استراتژی هایی که ذکر خواهد شد هستند: الف) تشویق زنان برای ایفای نقش رهبری و دموکراسی سازی آینده؛ ب) محوریت بخشیدن به زبان انگلیسی به عنوان ابزار ارتباطی؛ ج) برنامه ریزی براساس انگیزه های دوسویه؛ د) ایجاد حس توانمندی، افزایش حس مشارکت و تقویت حس تعلق خاطر به فرهنگ و تفکر سیاسی آمریکایی.* استاد گروه مطالعات آمریکا و رئیس دانشکده مطالعات جهان، دانشگاه تهران (نویسنده مسئول)؛ ssameli@ut.ac.ir** دکترای مطالعات آمریکا، دانشکده مطالعات جهان، دانشگاه تهران؛  zkharazmi@ut.ac.ir1.
