Investigating the Infrastructure and Barriers to Electronic City Implementation (Case study: Region 7- District 4 of Tehran City) abstract

The transition from traditional and old industrial societies to information communities requires significant changes in the structure of societies. In the information society of cities, due to the depth of tasks and complexities of economic, cultural, social and political relations, the creation of interaction in the information society is so importance. In traditional cities, much of the citizen s time is spent on repetitive and inappropriate activities. Information technology can play a significant role in increasing the efficiency and effectiveness of urban activities. In most countries, especially in underdeveloped and developing countries, the use of information technology has led to slow progress in the spread of the various applications of information technology, despite investment in this technology. The main reason for this problem is the low level of electronic society readiness for the adoption and use of information technology. Therefore, citizen’s readiness to receive the provided services has become a key and important factor in this connection. If a society does not have electronic readiness to receive network-based services and components of electronic readiness such as economic, technical, managerial, socio-cultural, and educational issues are not institutionalized, the realization of an electronic city will not be easy. In this research, by studying the telecommunication infrastructure of the study area (Region 7- District 4 of Tehran City), the readiness of this area for the establishment of the electronic city has been studied and analyzed. In addition, using a questionnaire, existence barriers in Establishment of the Electronics City, such as educational, cultural, social, managerial, technical and economic obstacles, studied and investigated.
