Abstract:

هدف اصلی گاپ این است که با افزایش میزان درآمد و استانداردهای زندگی، تفاوت­های توسعه منطقهای را از بین ببرد و با کمک افزایش ظرفیت تولید و اشتغال بخش روستایی، به اهداف توسعه ملی، ثبات اجتماعی و رشد اقتصادی کمک کند. فعالیت­های فعلی گاپ شامل بخش­هایی نظیر کشاورزی و آبیاری، تولید برق آبی، زیرساخت­های شهری و روستایی، جنگلداری، آموزش و پرورش و بهداشت است. با این حال، پیامدهای زیستمحیطی گاپ در سطح داخلی و بینالمللی بحث­انگیز است. هدف از تدوین این مقاله، بررسی تهدیدها و تعهدات زیستمحیطی دولت ترکیه در اجرای پروژه گاپ است. مقاله حاضر به بررسی مفاد کنوانسیون­ها و اسناد بینالمللی در این رابطه پرداخته و به این نتیجه­ رسیده است که طیف گسترده­ای از تعهدات زیستمحیطی که در اسناد بین­المللی متفاوت لحاظ شده است در حوزه سدسازی نیز حاکم است که ترکیه باید این تعهدات را اعمال کند.
