Growth and development in the modern government depends on the efficient and favorable performance of organizations and institutions, and consequently the efficient and favorable performance of the people working in these institutions and organizations. In today's society, some government officials can have adverse effects on their organizations for not fulfilling their responsibilities. Because Responsibility in the modern government has a direct impact on the success of that government. The importance of the accountability of an organization in the modern government in advancing the goals of that organization can be seen in the development of an organization's opportunities for progress, increasing job satisfaction and productivity, and applying incentives and attention and maintaining the special quality of people. Therefore, in the modern government, organizational and ministerial people, by breaking from the category of territorial boundaries, shape their social context only based on rationality and responsibility, which is the basis of the idea of civilization, and make the same as the basis of their government institutions
