Abstract:

Needs assessment is a process for determining an organization’s needs. The first and most basic step in the preparation and implementation of the program, plan and project is the correct implementation based on the reality of the needs assessment process. A needs assessment is the “what” the organization needs that precedes the gap analysis, which is the “how” to close the gap between where the organization is currently and where they want or need to be. In fact, needs assessment is the foundation stone of every program. The study of needs assessment is considered as one of the basic and necessary components of the planning process, and the logical basis of every program, plan and project is the existence of a need or a set of needs. In fact, it can be said that needs assessment is the process of collecting and analyzing information based on which the needs of individuals, groups, organizations and societies are identified.The present study has been prepared in order to explain the methodology of conducting needs assessment studies in executive projects as a necessity and legal requirement. At first, the concept and definition of the need will be studied, and after that, the types of needs will be identified, and at the end, the reasons for the need to implement the project will be identified. In the following, the goals of needs assessment, the stages of needs assessment and the stages of needs assessment and the introduction of techniques and methods of data collection and needs assessment are discussed.
