Abstract:

Environmental status of countries and its transformations is one of the main concerns in recent years. The globalization is the main branch of environmental discourse since the environment and its sustainability will influence the process of the country’s development and indeed the world in a wider scale. There have been discussions among experts with regards to this matter. State leaders and environmental activists have therefore, attempted to codify or propose policies to improve environmental conditions. There have been researches concerning such themes in Iran and in the Middle East. Some of the environmental issues/problems in the Middle East are becoming a crisis. From future perspective, the environment in Iran does not appear to be quite promising; reviewing and exploring the news and reports indicate that there are a number of extensive challenges and crisis ahead of Iran’s environment. Furthermore, Iran has disputes over environmental issues with its neighbors such as with Afghanistan over the Hirmand River or with Iraq concerning the Horolazim Wetland and so on. Thus, the aim of this article is to consider environmental opinions from foreign policy point of view using explanatory-analytical method, that is, resorting to and utilising library resources, articles and other relevant materials. As such, it initially considers the factors that create environmental protection behavior including environmental information, environmental attitudes and environmental concerns and subsequently theories of the environment and environmental diplomacy are historically addressed. Environmental diplomacy is one of the new forms of diplomacy, inspired by the concept of multilateral diplomacy, which has become an area of competition for expert diplomats who show their desire in global negotiations and conventions and the formation of international treaties and regimes. The primary question in this article however, is how may the Islamic Republic of Iran solve environmental hazards and risks with environmental diplomacy? The hypothesis in this regard is that: Environmental diplomacy provides an appropriate opportunity for eliminating the environmental hazards of countries and may be used to address the state of the environment of the countries.
