Classifying flexible measure in DEA: A review

In conventional DEA, measures are classified as either input or output. However, in some real cases there are variables which act as both input and output and are known as flexible measures. This paper reviews studies on flexible measure by examining the models used and the structures of models and theirs properties are being studied. In literature, there are two accept, the model based on envelopment and multiplier CCR. Because of the property of CCR model, they work on constant return to scale.
