Change Management in Repair Projects for Buildings and Utilities in Iranian Public Companies

The nature of repair projects such as unpredictable work circumstances, complexity, distribution, difficulty and emergency, makes changes in the work. These changes, which are reflected in the provisions of the contract and in its quality or even time aspects, occur in either planned or non-planned manner. In addition, they can cause consternation in the work organization and change the project costs without changing the completion time, affect procedures and plans and make it impossible to complete the project on time. They also affect the efficiency of administrative contractors and increase direct and indirect costs and make discords between the client and the contractor. Iranian state-owned enterprises are required to hold the bidding and sign contracts with contractors for the maintenance of their buildings according to the country's tender law. Thus, understanding the nature of changes in this type of projects can be an effective factor in improving the management of repair projects. This paper first studies the characteristics of repair projects, then, explains the nature of changes in these projects and their impact on project plans, assesses the current situation in the implementation and the rules governing these projects in public companies. Finally, the existing risks are introduced, and some suggestions are made for proper change management such as modifying the prevailing conditions for this type of projects including the way service description is prepared, preventing the intervention of the residents of the buildings during implementation, the use of appropriate implementation methods and contractor selection and considering mitigation measures in these projects.
