آگاهی روزافزون بشریت وپیشرفت های محیرالعقول تکنولوژی منجربه تغییر نگرش وایجادتحول انسانی درکلیت حقوق بین الملل شد. تحول انسانی درحقوق بین الملل محدود به حوزه خاصی نبوده ، بلکه تمامی حوزه های حقوق بین المللی رادرنوردیده است.این تغییرنگرش وتحول انسانی باعث پیدایش حقوق بشر و گسترش آن ونیز تاثیرروز افزون آن برحقوق بشر دوستانه درتمامی ابعاد ومباحث آن است شده است. روندانسانی شدن حقوق بین الملل تحت فشار حقوق بشر وتاثیر عمیق وشگرفت آن برحقوق بشر دوستانه، موضوع آن راازدولت محوربودن صرف برتوجه به فرد و تلاش برابتناء قواعد بین المللی برکرامت و منزلت آسمانی متمرکز ساخته است
