Is concept formation and requirements macro-analysis using value focused thinking (VFT) technique: a case study of rural information system

Large number of system failures highlighted the importance of the concept formation and requirements analysis phases of the information ystem (IS) development. Aligning information systems projects whit organizational goals, reducing information system development failures and can be achived through the improvement of these phases. In this paper, value-Focused Thinking (VFT) technique is introduced as a method for managing stakeholders and defining theire values, objective, and requirements. It was applied on the case of the information systems of the rural productions supply chain, It provides a strutured mean for information system concept formation and requirements macro-analysis. Means-ends objectives network and objectives hierarchy is developed and 43 requirements are indefied. The portfolio of required rural information system and theire major features is defind based on this method.
