A Bi-Objective Model with GA Approach to Locate Disaster Centers abstract
Nowadays, disaster management is considered as an important challenge. In this context, logaistic is regarded as an area in which improvements might yield significant effect on disaster management efficiency and effectiveness. On the other side, pre-positioning, or the storage of inventory at or near the location at which it will be used, has been submitted as a possible logistics strategy that would affect on delivery lead-time reduction and disaster management effectiveness which is considered in this study. in other words to determine a total discioline for disaster management at the time of disaster and minimize its losses and damages, we propose, in this study, a multi-objective integrated logistic model to locate-allocate disaster management centers -in which all disaster activities and processes are managed -and distribution management of them in relief logistic network. this mixed integer Non-linear model follows tow objectives including cost and responsiveness. In other word, locating and allocating of disaster centers are done so that vulnerable point can be responded better and faster; and secondly, total cost of network decreases as much as possible. It is worthily nots that the occurrence of disaster is uncertain, Therefore, we utilized Bernoulli distribution to consider this property. Finally because the proposed model is in group of NP-hard problems, we present a genetic algorithm in tow cases of weighted sum and NSGA II approaches to solve proposed model.
