A new stochastic method for network recovery planning: improved metaheuristics approach abstract

In light of the severe damages of disasters, disaster management are considered by many researchers. Road clearance activities, which seek to improve the post disaster conditions via road debris removal and network restoration, play an important role in disaster management. Studies in the recovery phase and integration between multiple stages of disaster management are scarce; therefore, this paper studies recovery and response phases at the same time by proposing a method for planning the distribution network recovery efforts. In this method both survival and time functions are taken into consideration. Besides, two metaheuristic algorithms are developed to apply it.
