Revolution of Artificial intelligence Technology; Necessary and Sufficient Conditions

Many experts and high ranking politicians, believe that artificial Intelligence technology, is going to revolutionize our industries, businesses and even the concept of national security. In this study we are trying to theorize the necessary and sufficient conditions for fostering the artificial intelligence technology at the national level. For this reason we selected the best think tank in the world, namely Brookings Institution , as the source of our data. Overall 51 articles, blogs, reports, commentaries and videos of discussion panels held at Brookings institution, were selected for analysis. We used grounded theory approach for gathering information, analyzing them and theorizing the final model. The results clearly show that concepts like: human talent, extensive A.I research at major companies and A.I focused startups, supporting entrepreneurship and innovation efforts, promoting digital education, ramping up research and teaching at universities, faster broadband and more ubiquitous mobile networks, A.I national strategy (digital infrastructure, financial support for R&D, workforce development, setting up A.I centers, government investment, developing data strategy) and faster computers are significant for making the development of A.I technology possible. The result of this study could be used by national and organizational policy makers to develop the necessary conditions and contexts in which A.I could foster.
