Abstract:

درصورتی که تدوین کنندگان خط مشی عمومی با اجرا ارتباط داشته باشند بسیاری از مشکلات از بین خواهند رفت اما در عمل این گونه نیست. هدف از پژوهش حاضر شناخت بازیگران تدوین خط مشی عمومی موثر بر اجرای خطمشیهای سلامت نظام اداری در دستگاههای اجرایی استان خوزستان به منظور ارائه یک مدل است. در این تحقیق از پرسشنامه بازیگران تدوین خطمشیهای عمومی با 51 سوال و آلفای کرونباخ 815/0 و پرسشنامه سلامت نظام اداری با آلفای کرونباخ 790/0 با 74 سوال استفاده شد. جامعه آماری در مرحله تدوین بازیگران خط مشی شامل 15 نفر از خبرگان بوده و در بخش اجرای خطمشیها شامل 10377 نفر از مدیران دستگاههای اجرایی بوده که با نمونهگیری طبقهای ساده 382 نفر انتخاب شدند. برای تجزیه وتحلیل دادهها از نرم افزارهای Spss 22 و Amos 22 استفاده شد. یافتهها نشان داد که بازیگران تدوین خط مشی عمومی شامل سیزده بازیگر بوده که به بازیگران رسمی و غیررسمی تقسیم شدند و خطمشیهای سلامت نظام اداری شامل چهارده خط مشی هستند. همچنین نتایج پژوهش نشان داد که بین بازیگران تدوین خط مشی عمومی و اجرای خطمشیهای سلامت نظام اداری رابطه معناداری وجود دارد. در نهایت نیز مدل مطلوب ارائه شد.
