Abstract:
Creating, maintaining, and managing an effective information system is critical to the mission of today’s emergency operation. Increasingly public safety practitioners recognize the importance of geographic information system (GIS) technology to the public safety mission. Path finding solutions are becoming a major part of many GIS applications including location based services and web-based GIS Services. To effectively reduce the impact of every disaster, governments prepare a complete strategy, called disaster management. Availability of data such as: buildings, lifeline systems, roads, hospitals and fire station etc., will help the managers to better decision-making. Many organizations which involve in disaster management, require to access to the right data in the right time to make the right decisions. So designing a GIS to distribute geospatial information on a network such as Web, gives a chance to the managers of organizations to easy access to the information about disaster anytime and anywhere they are. Relational Database Management Systems (RDBMS) are main candidates for indeed data disaster management and their efficiency is proven by many studies and applications to date. This paper outlines different steps of developing a Web-based GIS to manage and response to firing in Ahvaz city as a case study. Lack of a model to estimate the least time for the best performance immediately after call the fire station is one of the major problems in developing such a system. The developed fire information system could also be spatially joined to the building and cadastral parcel database for more comprehensive decision support system. The principal development component includes: ArcGIS with Network Analyst, JavaScript API and ArcSDE. JavaScript is a language we use to increase the interactivity of our web page. The application includes: the ability to search addresses by tell number and display owner of parcel, land use, building type, and map optimal route to nearest fire-station.
