Abstract:

Definitions of governance depend largely on the respective research agendas of scholars or on the phenomenon that is being studied. In international development, good governance is a way of measuring how public institutions conduct public affairs and manage public resources in a preferred way. Governance is "the process of decision-making and the process by which decisions are implemented (or not implemented)" (UNESCAP, ۲۰۰۹). Governance in this context can apply to corporate, international, national, or local governance as well as the interactions between other sectors of society. Only recently has the call for good governance finally reached the traditionally closed sporting world (e.g. Sugden and Tomlinson ۱۹۹۸, Katwala ۲۰۰۰, IOC ۲۰۰۸, Pieth ۲۰۱۱, Council of Europe ۲۰۱۲, European Commission ۲۰۱۲). That this happened in sport much more slowly than in other sectors has to do with the fact that the sports world has traditionally known a large autonomy and in that sense, it was subject to almost complete self-governance. The very essence of the construction of modern sport is rooted in classic liberalism, notably in the freedom of association (Szymanski ۲۰۰۶). One of the effective factors in good governance is capacity building.Capacity building is a perceptual process to eliminate weaknesses, challenges, or limitations in one or more aspects of an organization's capacities. In fact, organizational capacity building is related to the changes that take place within an organization to meet the specific capacity needs (Doherty and Misener, ۲۰۱۶).The purpose of the current study was to investigate the role of good governance components in implement and preserve capacity building of Iranian national sports organizations. The present study was applicable in terms of purpose and descriptive-survey in terms of research strategy. The statistical population included all presidents or senior managers and vice presidents or deputies in national sports organizations, including the Ministry of Sports, selected international sports federations, and the National Olympic Committee. Due to the limited statistical population, the purposive sampling method was used. In regards to data collection, the standard capacity building questionnaire (Doherty and Misener, ۲۰۱۶) and good governance of (Mehrabi et al. ۲۰۱۷) were used. The face and content validity of this research tool was confirmed by professors and academic experts. The reliability coefficient (Cronbach's alpha) of each of the research indicators was above ۰.۷, which indicates the acceptable reliability of the questionnaires used. Data analysis was conducted by the use of descriptive statistics (frequency tables and graphs) and inferential statistics (Kolmogorov-Smirnov and Pearson tests).The results proposed significant positive relationship between the components of good governance and capacity building in Iranian national sports organizations and the components of organizational effectiveness (Sig = ۰.۰۰۱, r۷۰ = ۰. ۶۲) and monitoring and control (Sig = ۰.۰۰۱, r۷۰ = ۰.۵۵) have greatest impact on the implement and preserve capacity building of Iranian national sports organizations. It can be concluded that national sports organizations need to take good governance into account, by considering their desired performance, to promote capacity building. Adopting appropriate strategies and recruiting effective monitoring and control enables the organization to make lasting sustainable changes in challenges and to benefit from competitive advantage. Also, paying attention to the organizational effectiveness showed that one of the important components in order to achieve implementation and preservation capacity building.
