substances are classified as amphoteric only if the charge on the hydrophobe changes as a function of the PH . Surfactants that carry a cationic charge on the hydrophobe changes as a function of the PH those that carry a cationic charge in strongly acidic media carry an anionic charge in strongly basic media and form zwitterionic species at intermediate PH values are amphoteric amphoteric surfactants build complexes in combination with anionic surfactants and these complexes are milder than each of the individual surfactants.
