It costs enormously by institutes and organizations which want to neutralize each other s plans and major policies. Intervention, duplication of duties and lack of balanced in administrative organizations and institutes is one of the hurdles that makes reinforcing management and finally inclination towards civil unit management inevitable. The flow of worldwide matters indicates IT and communications has a vital and infrastructural in expansion, development and promoting quality of people s life in modern and future societies.
