Shortage of good quality water resources is the main constraint for agricultural development in agriculture in Iran. This has motivated the use of unconventional waters which has top priorities in research and development programs in the agricultural sector. Of these waters saline and brackish waters have the major role in agricultural development. The main goal of this project is planning and prioritizing research such that most appropriate research program is developed and a better use of the resources is made. The objectives of this project are: Review subsector/region Analyze constraints Evaluate research Determine research objective Identify projects Set project priorities The volume of saline and brackish surface water resources whose total dissolved salts (TDS) in most of the year is greater than 1500 mg/l is equal to 12.88 km3 which is about 12 percent of the potential of renewable surface water resources of the country. Of the total brackish and saline surface water resources 8.613 km3 (about 67 percent) flows in the Persian Gulf and the Gulf of Oman basin, 2.842 Km3 (about 22.1 percent) in the Central Plateau basin, 0 .727 km3 (about 5.7 percent) in the Caspian Sea basin, 0.514 km3 (about 4 percent) in the Lake Oroomieh basin, 0.0948 km3 (about 0.7 percent) in the Kara-Kum basin and 0.0035 km3 (about 0.3 percent) in the Lake Hamoun basin. The total area of brackish groundwater resources is 350,222 km2 with yearly exploiting volume of 13.7 km3. In other words, considering yearly withdrawal of 53.8 km3 from alluvial aquifers (qanats and wells), 25 percent of total withdrawal is from brackish and saline water zones. The Central Plateau with exploiting volume of 9.9 km3 (72 percent of total exploiting volume) has the most, and Lake of Oroomeih with exploiting volume of 71 million m3 has the least exploiting volume among the basins. Constraints analyzes showed that the center will focus on those constraints that are researchable and its has the required expertise. In this regard constraint trees for the main constraint namely Improper agricultural practice with its sub constraint namely Poor plant density management , Poor soil fertility management and Poor irrigation management were drawn. Evaluation of past research revealed that the number of research projects carried out in different fields related to salinity is not comparable and therefore it is requires due attention. Also the quality of some the research projects are not satisfactory. The reason is mainly due to complicated chemical, physical and biological processes which occurs under saline condition and also due to limited number of trained and expert workers. With respect to the above many of the constraints remains unresolved and needs to be addressed in the current research program. Considering the main production constraint under saline condition, the main objective of the research program was considered to be Good agricultural practices . To reach this objective, research projects were prioritized over three main subjects namely 1) Appropriate plant density management, 2) Appropriate soil fertility management, and 3) Appropriate irrigation management. This process lead to eight main research projects in the area of appropriate soil fertility management, twelve main research projects in the area of appropriate management of plant density, and eight main research projects in the area of appropriate irrigation management. Each of these main projects contain a number of activates which should be conducted in coordination.
