Social development is a new concept that relates to the way people live in society and requires understanding the social ontology of the situation we are in now, and the social ontology that is designing the desirable situation, it is a method that points to what we have and the limitations we face transitioning from the current situation to the optimal. Many factors may be involved in social development. The research is, in terms of purpose; developmental and is of quantitative type. Path modeling and analysis is performed employing fuzzy Delphi techniques. The statistical population was ۴۳۰,۷۸۱ people in Zanjan city. ۲۵ neighborhoods and ۳۸۴ people were selected by purposeful cluster sampling method and structured questionnaires were distributed among them.
