Abstract:

باتوجه به پیچیده و تکاملی بودن فرایند گذار به سمت فناوری های نوظهور وجود یک چارچوب برای تحلیل و سیاست گذاری توسعه آنها ضروری است با تقسیم بندی مدیریت فرایند گذار به دو فاز تحلیل و سیاست گذاری دراین مقاله گامهای لازم درتحلیل توسعه فناوریهای نوظهور با داشتن نگاهی سیستمی شناسایی شده و درمورد مطالعاتی پیل سوختی ایران پیاده سازی میگردد براین اساس به عنوان اولین گام فاز تحلیل مدلها و مکاتب مختلف تحلیل و سیاست گذاری درسه سطح کلان مکاتب اقتصادی میانی مدلهای کلان نوآوری و خرد رویکردهای سیستمی نوآوری باهم مقایسه شده و مناسب ترین ابزار انتخاب میگردد باانتخاب نظام نوآوری فناورانه به عنوان رویکرد سیاست گذاری درگام دوم به تعیین مرزهای سیستم تحت مطالعه درقالب مرزبندی توصیفی تعریف واحد تحلیل و محتوایی شناسایی مولفه ها و روابط موجوددرسیستم پرداخته می شود.
