Technology Parks have undeniable impacts on Industrial Promotion in the world and specally developing countries. They will organize the research activeities and create the unique opportunities for private sectors and start-up corporations. Many of them have a good record in this matter, but there are some failed parks that could not reach to their ideal goals. This fact had various competivie markets is the parimary planning Stage of Technology Parks. Therefore, we can expect high productivity of them if I pass the planning stage as much as it should be done. So, we propose a practical model for the parks´ planning in this research basead on porter´s Diamond Model and SWOT Method. The main result of this Model is to identify the parks´ region core competencies and disadvatages. So, we can use these produced knowledge in order to select the proper strategy for the parks´ activities and clear its market position.
