Abstract:
The number of natural disasters and the people affected by them has been increased over recent years so that the field of disaster management has more attention recently. In this study, configuration of a relief network as one of the most efficient activities before disaster become a question not only where but also of when . So, new dimension to consider the situation of the relief network is denoted in each period. Moreover, due to the importance of costs and covering of vulnerable points, two objective functions including maximization the covering of vulnerable points and minimizing transportation costs are investigated in the proposed model. Also, setup costs of relief centers is restricted by the predetermined budget cost in each period. Finally, computational results show the proper performance of the proposed model rather than the classical approach.
