Abstract:

Transparency requires accountability and is also recognized as a component for proper promotion and management. In the success and growth of human capital, the existence of a culture of dialogue versus debate and a culture of improvement versus a culture of control and a desirable organizational culture that uses performance management for improvement rather than control is a good support. Culture acts as a system of social control and influences the behavior and attitudes of employees through the values and beliefs that exist in an organization. They serve the management system. In addition, both values and beliefs and the management system reinforce those basic principles. These principles and values are enduring, because they contain special meanings and concepts for the members of the organization. Human capital in the organization, as the main factor in the factors of output production and its management, plays a decisive role in organizational productivity. Organizations to dynamize Business processes,reducing costs, increasing productivity and competitiveness, and generally maintaining their position in the current competitive environment, pay more attention to human capital as one of the strategic assets of the organization, which has made the importance of merit in a competitive environment. As a result, human resources form the basis of an organization s real wealth, and one of the most important resources of the organization is human resources, whose capability makes the organization successful in achieving its goals. In today s competitive environment, human capital is the most important and valuable capital of countries. Therefore, identifying, attracting, using, developing, growing and replacing this capital in this space is the most important decision and expertise of managers.
