Clean Development Mechanism (CDM) Development for Hydropower Projects in Iran; Opportunities and Challenges: A PoA solution

In this study, the Clean Development Mechanism (CDM) development in the hydropower sector in Iran is assessed. The paper addresses opportunities and challenges that hydropower CDM development in Iran has been facing. The listed challenges as well as uncertainties associated with post-2012 carbon market leave no doubt that the existing opportunities shall be used in the most efficiency way. The situation becomes more complex taking into account that at the moment, the projects that cannot be considered for registration before 31 December 2012 will not be able to access the largest CER market: EU ETS. The article concludes that in the remaining short time, in order to use carbon finance as an instrument to realize part of the immense hydropower potential in Iran, the Programme of Activities (PoA) shall be introduce to the CDM development cycle within the hydropower sector
