HSE program analysis of Iran s oil industry based on strategic planning Case Study: National Company of South Oil-rich Areas

Planning and strategic management is one of the most important elements of management systems in an organization. Strategic management includes art and science of developing, implementing, and evaluating decisions and multiple tasks that enable the organizations to achieve their goals (David, 2003). Nowadays, the HSE philosophy with a new approach to health factors, safety, and environment in the oil industry has particular importance in the inclusive development of the country and the development and growth of human society. This attitude has been determined and explained based on policies such as reduced adverse effects of industry on the environment, increased positive effects on the industry in the society, providing increased safety for employees, equipment and facilities in the industrial areas, and reducing industrial environments to lowest level as possible by eliminating unsafe conditions and greater protection of the environment (HSE Affairs of Ministry of Oil -2003). The need to protect the environment is an indisputable fact accepted in today s world and this necessity has found greater importance in line with growth of industries and technology, followed by pollutions. Unbalanced growth of country’s industry in recent years and continuation of the current process of pollution caused by their activities have affected ecosystems. Therefore, directing industrial activities in such a way that bring the least harmful and detrimental effect on the environment is essential. Therefore, more attention should be paid on environment in HSE programs of oil industry, since history of safety and health in industry sector is the first building blocks of oil industry Therefore, attitude of environment is a new attitude in this industry. Proper and effective use of planning and strategic management as the most important element of management systems and its preventing role will lead to positive effects on the controlling technical and non-technical parameters at all levels and results and outcomes of an organization. The aim of this scientific and applied research is providing strategic planning to develop and promote environmental protection in HSE program of National Company of South Oil-Rich Companies. Providing the basic concepts of planning and strategic management, this paper used SWOT methodology to identify the strengths and weaknesses, opportunities, and threats of environment in the HSE program in the strategy section of strategic management model. It also defined this process and effective role of (SWOT) in identifying and measuring performance indicators in planning and strategic management.
