Abstract:

In recent years, the emphasis on time and punctuality has been one of the most critical concerns of people. Too often, accurate timing represents an advanced society. This issue is significant for companies in a competitive environment, and any company that can win the competition in this area can be a leader and flagship of the industry. On the other hand, public transportation faces many risks that can threaten the assurance of accurate planning. In this paper, we try to reduce and control the effects of uncertainty in train schedules as much as possible by using proactive and reactive risk management.For this purpose, risks are first identified and evaluated. To avoid risk, implementation scenarios are developed as proactive risk management. In implementing risk management, the possibility of risk occurrence, its severity, and the number of occurrences are avoided as much as possible. In the following, scenarios are developed and planned for after potential risk, known as reactive risk management. Reactive risk management reduces the financial and life losses of the risk as much as possible. In addition, depending on the amount of delay, the train schedule will change to cover the delay. A case study of the Tehran-Mashhad railway with ten trains and nine stations has been designed and solved in ۲۰ scenarios. In this case, it is assumed that one of the trains breaks down and goes out of the circuit. It is shown that even after the crisis, due to the robustness of the model, there is no need to add trains to transport passengers, and the crisis can be managed by stopping more trains at stations.
