Rationality and formulation of policy

Policies also play a big role in the (success and) failure of policies. Non-observance of rationality in thepolicy formulation stage by the compilers can lead to unsuccessful implementation of policies.Governments are not successful in implementing many public policies. Many challenges, obstacles andlimitations may disrupt the implementation of policies. But usually when the implementation phasefails; Only the implementers are blamed, while the policy makers have a large role in the (success and)failure of the policies. Non-observance of rationality in the policy formulation stage by the compilers canlead to unsuccessful implementation of the policies. that the state of compliance with rationality in thepolicies approved by the ۷th Majlis of the Islamic Council has a significant difference with the desirablestate of rationality for the successful implementation of the policies. By collecting necessary data fromexperts through a questionnaire and analyzing them with statistical tools, the research hypothesis wasconfirmed. Based on this, it can be said that failure to observe the optimal combination of rationality inthe policy development phase has led to the unsuccessful implementation of policies
